New Mexico has a stormy gambling history. When the IGRA was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to cash in on the American Indian casino craze. Politics assured that wouldn’t be the case.

The New Mexico governor Bruce King appointed a working group in 1990 to discuss an accord with New Mexico Amerindian tribes. When the task force arrived at an agreement with two big local bands a year later, the Governor declined to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it seemed that Amerindian betting in New Mexico was now a certainty. But when Governor Gary Johnson signed the accord with the Amerindian tribes, anti-gambling forces were able to tie the accord up in the courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing a deal, therefore costing the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It took the CNA, signed by the New Mexico legislature, to get the process moving on a full contract amongst the Government of New Mexico and its Native bands. Ten years had been squandered for gambling in New Mexico, including Native casino Bingo.

The non-profit Bingo business has grown since 1999. In that year, New Mexico not for profit game owners acquired only $3,048 in revenues. This number grew to $725,150 in 2000, and passed a million dollars in revenues in 2001. Non-profit Bingo earnings have increased constantly since then. Two Thousand and Five saw the biggest year, with $1,233,289 grossed by the operators.

Bingo is certainly popular in New Mexico. All kinds of owners look for a bit of the pie. With hope, the politicians are done batting over gaming as a hot button matter like they did back in the 1990’s. That’s probably hopeful thinking.
